Your telegram of 25th October, Goods ex Kafue forwarded by Karongs. Omers same as Kafue. Orders issued to Master as follows. Am directed to instruct you to carry to Manila the goods ex Kafue which are specified in schedule. Owners are being sued at Manila for delivery. They claim a lien for the freight from Hongkong to Manila and for godown rent here, Amount involved is about $15,000. For purposes of defence they now ask under what powers wore orders issued to Master. What reply should be given. If the question is coming forward of His Majesty's Government indemnifying the ship-owners it may be relevant that the Kafue carried cargo consigned to Bahn Meyer & Co. who were placed on Statutory List on the 24th March.
